Brief on Penguin 3.0: It decreases the rankings of websites that violate guidelines specified by Google Webmasters. It discourages using Black Hat SEO techniques to rank website higher by manipulating the links pointing to the website by using automation software.
Penguin 3.0 is not exactly an update as no new signals have been added so it is a refresh to the previous version. Penguin 3.0 has affected almost 1% of the search query results and mostly the websites with a lot of irrelevant inbound links. Those websites which were affected by previous Penguin updates but have rectified previous errors have seen a significant increase in rankings.
